The Noida Toll Bridge Company Ltd (NTBCL) has been promoted by Infrastructure Leasing and Financial Services Ltd (IL&FS) as a special purpose vehicle (SPV) to develop construct, operate and maintain the Delhi–Noida Direct (DND) Flyway on a Build Own Operate Transfer (BOOT) basis. NTBCL is a public listed company, incorporated in Uttar Pradesh, India, in 1996 and operates only in India.

The DND Flyway has been supported by Indian and international engineers, contractors, operators and investors. The project is an outcome of innovative technical and financial engineering and has been built with due care for environmental concerns. The Citizens Committee was formed to oversee the requisite environmental safeguards during construction – a feature pointed out by the World Bank as being the first of its kind in the world.

The project was commissioned on February 7, 2001, almost four months ahead of schedule.
