21 Legislative Houses have been transformed into digital Legislatures under the NeVA project

The Government of India has accelerated the digital transformation of legislative functioning through the National e-Vidhan Application (NeVA), with 21 Legislative Houses successfully transitioning into fully digital legislatures. So far, 33 of the 37 State and Union Territory Legislatures have signed Memoranda of Understanding (MoUs) for the implementation of NeVA, reflecting the growing adoption of digital governance across the country. The digital Legislative Houses include the Assemblies and Councils of Punjab, Odisha, Bihar, Nagaland, Manipur, Tamil Nadu, Sikkim, Tripura, Haryana, Meghalaya, Mizoram, Uttar Pradesh, Gujarat, Puducherry, Himachal Pradesh, Uttarakhand, Assam, Rajasthan and Delhi. To support this transition, the Government has disbursed Rs. 138.17 crore (US$ 1.45 million) as central financial assistance, enabling legislatures to modernise their operations, improve efficiency and strengthen paperless governance. The initiative is a significant step towards enhancing transparency, accessibility and digital governance in legislative processes across India.

NeVA has also integrated advanced digital capabilities to improve the functioning of Legislative Houses. The public portals are equipped with BHASHINI-powered artificial intelligence-based multilingual translation tools, enabling legislative content to be translated into all 22 Scheduled Indian Languages as well as English, thereby improving accessibility and citizen engagement. To ensure a secure and resilient digital ecosystem, the platform is hosted on the National Informatics Centre's secure Meghraj 2.0 cloud infrastructure and is supported by a dedicated disaster recovery system. Additional safeguards include regular security audits to identify vulnerabilities and two-factor authentication to restrict access to authorised users and protect sensitive legislative workflows. The continued rollout of NeVA is expected to modernise legislative administration, enhance operational efficiency and support the Government's vision of building a digitally empowered governance ecosystem.
