Swachh Bharat Mission-Urban (SBM-U) was launched on 2nd October, 2014, with the goal of making all Urban Local Bodies (ULBs) in the country ODF, scientifically managing all Municipal Solid Waste (MSW) generated therein, and behaviour modification. 4,371 Urban Local Bodies (ULBs) have been certified Open Defecation Free (ODF) out of 4,372 Urban Local Bodies (ULBs), except for one Urban Local Bodies (ULBs) in West Bengal. Through a Jan Andolan approach, there is a noticeable change in behaviour towards swachhata in urban areas. Treating of Municipal Solid Waste (MSW) has increased from 18 per cent in 2014 to 70 per cent in 2021.
The vision of achieving a 100% ‘Garbage Free’, status for all cities was launched on 1st October, 2021 through the revamp of the mission Swachh Bharat Mission (SBM-U) 2.0.
(i) Confirming cleanliness and hygiene in public places to make all cities clean and garbage-free, with 100% scientific treatment of Municipal Solid Waste (MSW).
(ii) Reducing air pollution arising out of Solid waste Management (SWM) activities, through effective management of C&D waste, and mechanical sweeping.
(iii). Phased decline in the use of single-use plastic.
(iv). Remediation of all legacy dumpsites.
The current status of progress of Solid Waste Management (SWM) in various States, including Andhra Pradesh and Telangana, is at Annexure-I.
AMRUT:
The first phase of AMRUT was launched on 25th June 2015, under which 500 cities were aimed to improve the septage management and sewerage coverage and provide safe drinking water universally, in all Urban Local Bodies (ULBs) with a population of one lakh(100,000) or more (as per Census 2011), all Capital cities, all Legacy City Development and Augmentation Yojana (HRIDAY) cities, recognized cities on the stem of the core rivers, hill states, islands and tourist destinations.
Under the first phase of Mission AMRUT, initiatives were taken to provide water supply to every household includes, including taking up 1,345 water supply projects worth Rs 42,206 crore (US$ 5.56 billion), of which 1,326 projects worth Rs 41,847 crore (US$ 5.53 billion) have been grounded. Against the target of providing 139 lakh (13.9 million) water tap connections to accomplish universal coverage, 114 lakh (11.4 million) new water tap connections have been provided.
AMRUT 2.0 second phase was launched on 1st October, 2021, with the following features:
(i). 4,800 statutory towns and 500 cities will be provided with Universal coverage of water supply.
(ii). Attention on making the cities ‘self-reliant’ and ‘water secure’.
(iii). 500 AMRUT cities will be provided with Universal coverage of sewerage and septage management
(iv). Target to provide 2.68(26.8 million) crore drinking water tap connections and 2.64(26.4 million) crore sewer connections.
(v). Achieve financial sustainability of Urban Local Bodies (ULBs) through improved creditworthiness and market borrowing.
(vi). ‘Pey Jal Survekshan’ will be commenced in cities to promote healthy competition and function as a monitoring tool and Mission accelerator.
(vii). Technology a part of the sub-Mission under AMRUT 2.0 will aid in categorizing proven and potential global technologies in the water sector.
(viii). Entrepreneurship/ start-ups involved in low-cost indigenous equipment and developments will be encouraged.
The current status of State-wise progress in grounding projects on water supply is at Annexure-II. Improvement in sewerage & septage management is at Annexure-III. The quality of water and sewer connections provided is at Annexure-IV, while the status of development of sewage treatment capacity through Sewage Treatment Plants (STPs) is at Annexure-V.
