A Memorandum of Understanding (MoU) was signed between India and USA to enhance innovation ecosystems through an innovation handshake under the framework of India-US commercial dialogue

On November 14, 2023, in San Francisco, two nations signed a Memorandum of Understanding (MoU) on "Enhancing Innovation Ecosystems through an Innovation Handshake" within the context of the India-U.S. Commercial Dialogue. The "Innovation Handshake" was proclaimed in the leaders' joint statement during Prime Minister Mr. Narendra Modi's historic official state visit in June 2023.

At the inaugural industry roundtable in San Francisco called "Decoding the Innovation Handshake", US-India Entrepreneurship Partnership, the Memorandum of Understanding was signed. Co-hosted by the US-India Business Council (USIBC) and the Confederation of Indian Industry (CII), the event featured discussions on ways to improve US-India technology collaboration among CEOs from major Information and Communication Technology (ICT) companies, executives from venture capital firms, and founders of startups in the critical and emerging technology space. It was supported by Startup India and the National Association of Software and Service Companies (NASSCOM).

The Memorandum of Understanding (MoU) was signed with the following goals in mind: to foster innovation and job growth, especially in Critical and Emerging Technologies (CET) as defined by the India-US initiative for Critical and Emerging Technology (CET); to address specific regulatory barriers to cooperation; to share information and best practices for startup fundraising; and to connect the dynamic startup ecosystems on both sides.

By signing the Memorandum of Understanding, parties commit to strengthening collaboration in Critical and Emerging Technologies (CET) and fortifying the startup ecosystem in deep tech industries. It is well-positioned to boost economic activity, draw in capital, and create jobs, particularly for start-ups operating in CET regions. A number of India-US Innovation Handshake events, information sharing, hackathons, and "Open Innovation" initiatives would all fall under the purview of the partnership.

The announcement set the stage for two more Innovation Handshake events that will take place in early 2024 in the United States and India. These events will consist of a "hackathon" in Silicon Valley where startups from both countries will pitch ideas and technologies to help address global economic challenges, as well as an investment forum aimed at assisting US and Indian startups in bringing their innovative ideas and products to market.

This historic move demonstrates both countries' dedication to boosting mutual progress, opening doors, and encouraging innovation in the exciting sector of emerging technology. The United States and India entered a new era of collaboration marked by the "Innovation Handshake".

The Commercial Dialogue (CD) is a cooperative initiative between the United States and India at the ministerial level that aims to maximise investment opportunities and facilitate trade across a wide range of economic sectors. It includes regular government-to-government meetings that are scheduled in tandem with private-sector gatherings.

The fifth India-US Commercial Dialogue took place on March 10, 2023, as part of the US Secretary of Commerce Gina Raimondo's visit, which took place from March 8–10. During the meeting, the Commercial Dialogue was relaunched with a strategic focus on boosting the inclusive digital economy, resiliency of supply chains, collaboration on climate and clean technologies, and post-pandemic economic recovery, particularly for Small and Medium Sized Enterprises (SMEs) and startups.

A new Working Group on Talent, Innovation, and Inclusive Growth (TIIG) was established as part of the Commercial Dialogue (CD). It was mentioned that this Working Group would assist startups in achieving the objectives of CET, especially in identifying specific regulatory barriers to collaboration and promoting increased connectivity between our innovation ecosystems, with an emphasis on start-ups through targeted suggestions for cooperative efforts.
