A mid-career training programme and ‘Mission Karmayogi’ have been launched by the government

Union Minister of State for the Ministry of Science and Technology and Minister of State for Prime Minister's Office; Personnel, Public Grievances and Pensions; Department of Atomic Energy and Department of Space, Dr. Jitendra Singh announced that Mission Karmayogi and a mid-career training programme have been launched by the Central government. These programmes are designed to provide officers with the training and tools they need to contribute to the development of a self-reliant India (Aatmanirbhar Bharat).

Dr. Jitendra Singh emphasised the government's efforts in executing the initiatives for the ease of doing business (EoDB) and easy governance during his speech at the opening session of the 49th Advanced Professional Programme in Public Administration (APPPA) at the Indian Institute of Public Administration (IIPA). These initiatives seek to streamline the provision of citizen-centric services for the well-being of the average person.

He emphasised that, after 30 years, the government updated the anti-corruption law to ensure that both the donor and the recipient of bribes are subject to penalties. He further focussed on the government's dedication to upholding zero tolerance for corruption while offering a supportive workplace climate that enables people to fully realise their potential and ability.

Based on the fundamental idea of "role-based" learning as opposed to "rule-based" and "competency-based" learning, Mission Karmayogi is created to offer world-class capacity-building opportunities to all government personnel. The plan aims to increase the efficacy and efficiency of government employees in carrying out their duties. The government has also changed the structure of the Pradhan Mantri Excellence Awards to put more of an emphasis on the goals and achievements reached in the execution of key programmes. Officer trainees will be required to present dissertations on these major programmes as part of their training. Owing to the evolving global landscape, Dr. Jitendra Singh stated the need for officers to keep pace with the changing environment. He acknowledged the significant role those emerging technologies such as Artificial Intelligence (AI) play, particularly in the defence forces.

For top officials of the All India and central services, including the defence services and state civil services, there is a ten-month course called the 49th Advanced Professional Programme in Public Administration (APPPA). The initiative is in line with the National Development Agenda and the government's priorities.

48 similar programmes, which trained 1,620 administrators and officers from All-India and Central Services, including members of the armed forces, as well as foreign participants, Indian university professors, and officers from state civil services, were successfully carried out by the Indian Institute of Public Administration (IIPA).
