Integrated Skill Development Scheme (ISDS), an umbrella skilling scheme, was launched by the Ministry of Textiles during 2010-18 in order to strengthen the capability of workers across the textile value chain. In addition, the Samarth Scheme for Capacity Building in the Textile Sector (SCBTS) was revamped and launched in 2017-18. Samarth offers a demand-driven, placement-oriented National Skill Qualification Framework (NSQF) compliant skilling programme that covers the entire textile value chain, excluding spinning and weaving, which have been consolidated under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) of Ministry of Skill Development and Entrepreneurship. The Samarth Scheme has now been extended up to March 2024.
Samarth Scheme is being implemented by the Ministry of Textiles on a pan-India basis, including small cities. The Ministry of Textiles has been implementing numerous schemes- Production Linked Incentive (PLI) Scheme, Pradhan Mantri Mega Integrated Textile Region and Apparel (PM MITRA), Amended Technology Upgradation Scheme (ATuFS), Silk Samagra, National Handloom Development Programme, National Handicraft Development Programme, Integrated Wool Development Programme (IWDP), National Technical Textile Mission (NTTM), Scheme for Integrated Textile Parks (SITP), and others. These schemes are being catered exclusively for the development of the textile sector in the country.
In total, 1,880 training centres are operating in the country under Samarth Scheme across all States and UTs, as on July 20, 2023. Further, 183,844 beneficiaries have been trained during the last three years and the current year under the scheme.
