The Union Cabinet has approved the continuation of the Schemes of Ministry of Development of North-Eastern Region (MDoNER), with an outlay of US$ 1.6 billion (Rs. 12,882.2 crores), for the balance period of the 15th Finance Commission (2022-23 to 2025-26).
As per the recommendations by the Expenditure Finance Committee (EFC), the outlay for the North-East Special Infrastructure Scheme (NESIDS) will be US$ 983 million (Rs. 8,139.5 crores), US$ 387 million (Rs. 3,202.7 crores) for Schemes of North-Eastern Council (NEC), and US$ 186 million (Rs. 1,540 crores) for special packages for Bodo Territorial Council (BTC), Dima Hasao Autonomous Territorial Council (DHATC) and Karbi Anglong Autonomous Territorial Council (KAATC) in Assam. Prime Minister’s Development initiative for the north-eastern region - PM-Devine with an outlay of US$ 797 million (Rs. 6,600 crores), was approved in October 2022, under which larger and high impact proposals under infrastructure, social development and livelihood sectors are taken.
The aim of the schemes under MDoNER is to provide gap-filling support to the eight north-eastern states as per their needs by taking up projects, like the development of infrastructure to enhance connectivity and social sector deficits and enhancement of livelihood and employment opportunities in the region. Through the scheme, the five pillars of the Atmanirbhar Bharat Abhiyan- economy, infrastructure, system, vibrant demography, and demand, will get a push with the help of this scheme.
Numerous efforts have been made for infrastructure development in the region and improving the connectivity of railways, air, telecom, and waterways is the main focus. In addition to it, huge amounts have been spent towards enhancing skill development infrastructure and a lot of micro, small and medium enterprises (MSMEs) have also been promoted under various schemes to boost entrepreneurship development. The government has spent huge amounts on improving education infrastructure in the north-east region, and a number of higher education institutions have also been set up. The North East Gas Grid (NEGG) project of US$ 1.1 billion (Rs. 9,265 crores) is underway and will improve the economy in NER.
