FSSAI Tightens Food Safety Net; States Drive Enforcement Push in FY 2025-26

India’s food safety ecosystem recorded a significant strengthening in FY 2025-26, with the Food Safety and Standards Authority of India (FSSAI), in close coordination with State Food Safety Authorities, ramping up enforcement and compliance measures across the country. Authorities conducted 3,97,009 inspections across food establishments, while 1,65,747 food samples were analysed up to the third quarter, of which 17.16% were found non-conforming, triggering immediate regulatory action. Legal enforcement also accelerated, with 23,580 adjudication cases decided and 1,756 criminal convictions secured during the year. Financial penalties amounting to Rs. 154.87 crore (US$ 16.73 million) were imposed, serving as a strong deterrent against violations. In addition, 945 food recalls were initiated to prevent unsafe products from reaching consumers. Nearly 98% of Food Business Operators (FBOs) continue to fall under state licensing regimes, reinforcing that food safety enforcement remains largely a state-driven function. 

Beyond enforcement, the strengthening of India’s food safety architecture reflects deeper institutional capacity-building across states, where most of the licensing, inspections, and legal actions are administered. With nearly 98% of Food Business Operators operating under state jurisdictions, the current push highlights the increasing role of state-led compliance ecosystems in improving food traceability, recall responsiveness, and consumer protection outcomes. The rise in adjudication closures and criminal convictions also signals faster legal resolution mechanisms, which can improve deterrence and formalisation across the food processing and retail value chain. This coordinated Centre-state model is expected to further enhance trust in India’s domestic food market while supporting export competitiveness through stronger quality assurance systems.
