Government to introduce scheme to boost toy industry, says Union Minister of Commerce & Industry

Union Minister of Commerce & Industry, Mr. Piyush Goyal, announced that the government is close to finalising a dedicated scheme to boost toy production in India. Speaking at the 16th Toy Biz International B2B Expo 2025 in New Delhi, he stated that the scheme would focus on strengthening design capabilities, improving quality manufacturing, enhancing packaging standards, and facilitating brand-building efforts. He noted a transformation in the toy sector, which has shifted from import dependency to becoming an exporter to 153 countries, driven by favourable policies, quality enforcement, and local cluster development.
He highlighted the successful implementation of the Quality Control Order (QCO), which has enabled domestic toy makers to meet global quality standards. He pointed out that India’s vast population offers a strong domestic market, providing scale and cost efficiency to compete globally. Branding, design, and packaging were identified as key pillars for expanding the international footprint of Indian toys. He also mentioned that startups innovating in toy design have benefited from the extended Pradhan Mantri Mudra Yojana, which now offers 20-year collateral-free loans. Additionally, the Ministry of Micro, Small, and Medium Enterprises has supported 18 toy manufacturing clusters to promote local production.
