India and Netherlands Deepen Strategic Partnership with 17 Agreements across Technology, Energy and Education

India and the Netherlands signed 17 key agreements and documents during Prime Minister Mr. Narendra Modi’s visit to the Netherlands, aimed at strengthening bilateral cooperation across semiconductors, strategic technologies, education, clean energy, healthcare, agriculture and migration. Both countries adopted the “India-Netherlands Strategic Partnership Roadmap 2026-2030”, which will guide cooperation in trade, technology, innovation and global partnerships over the coming years. Key agreements included a Memorandum of Understanding (MoU) between Tata Electronics and ASML to support semiconductor fabrication activities in Dholera, Gujarat, and another MoU on critical minerals between India’s Ministry of Mines and the Netherlands’ Ministry of Foreign Affairs. In the cultural sphere, the Netherlands agreed to return Chola Dynasty copper plates to India, while both nations also signed an agreement to facilitate mobility and migration.

The visit further strengthened cooperation in water management, renewable energy, agriculture, healthcare and higher education. A letter of intent was signed between India’s Ministry of Jal Shakti and the Netherlands’ Ministry of Infrastructure and Water Management for technical cooperation on the Kalpasar project in Gujarat. Both countries also agreed to collaborate on green hydrogen, renewable energy and energy conversion projects. In agriculture, an Indo-Dutch Centre of Excellence for Floriculture will be established in West Tripura, while another Centre of Excellence for Dairy Training will be set up in Bengaluru. Additional agreements covered healthcare cooperation between the Indian Council of Medical Research (ICMR) and the Netherlands Institute for Public Health and the Environment, academic partnerships involving Nalanda University and the University of Groningen, and customs cooperation to improve trade facilitation. The agreements reflect expanding India-Netherlands cooperation across innovation, sustainable development and advanced manufacturing ecosystems.
