India and UK Review Progress Under Vision 2035, Deepen Cooperation in Technology, Education and Security

External Affairs Minister Dr. S. Jaishankar and UK Foreign Secretary Ms. Yvette Cooper held the first annual meeting under the India-UK Vision 2035 framework in New Delhi to review progress across key pillars of the bilateral partnership. The discussions covered cooperation in Growth, Technology and Innovation, Defence and Security, Climate and Clean Energy, and Education, reflecting the broadening scope of India-UK relations. Both sides welcomed opportunities arising from the recently concluded Comprehensive Economic and Trade Agreement (CETA) and expressed optimism about its early entry into force. The ministers also reviewed progress under the India-UK Technology Security Initiative, particularly in emerging areas such as Artificial Intelligence (AI) and critical minerals. Cooperation in defence and security received further impetus with new initiatives, including the exchange of military instructors between training institutions in the two countries. The discussions underscored the shared commitment to strengthening strategic, economic and technological engagement while advancing collaboration on regional and global issues through multilateral platforms, including the Commonwealth.

Education remains one of the strongest pillars of bilateral cooperation, with both countries looking forward to the early convening of the first India-UK Ministerial Dialogue on Education. During the visit, the University of Liverpool received formal approval to establish its Bengaluru campus, which is expected to commence operations from the next academic year, further strengthening academic and research linkages between the two countries. The two sides also reaffirmed the importance of climate cooperation through initiatives such as the India-UK Climate Finance Initiative, aimed at supporting green growth and sustainable development. In the field of maritime security, a Memorandum of Understanding (MoU) was exchanged between King’s College London and the National Maritime Foundation to establish a Regional Maritime Security Centre for Excellence. Both countries also highlighted the significance of strong people-to-people ties and positive engagement under the Migration and Mobility Partnership, reinforcing the growing depth and diversity of the India-UK strategic partnership.
