Prime Minister Mr. Narendra Modi has proposed that India host the 2028 Conference of the Parties. The statements were delivered during a speech in Dubai at the start of the latest edition of the climate change conference.

The Indian government has carefully positioned itself as a leading champion for the Global South, which includes fast-emerging countries in regions such as South Asia and the African Union. In contrast to the wealthy Global North, these countries argue for enhanced climate compensation based on the "polluter pays" premise.

Prime Minister Mr. Narendra Modi recently made history by being the first Indian head of state to make the opening address at the COP's High-Level National Statement section, further cementing India's crucial role.

The delegation to COP conferences is led by the Ministry of Environment, Forestry, and Climate Change. Senior officials from the MOEFCC stated that successfully hosting the G20 has increased India's confidence in participating in another major global diplomatic event. In contrast to the G20, the COP receives delegates from at least 190 countries, frequently led by heads of state. Furthermore, all sections of the UN, the commercial sector, climate activists, independent think tanks, and global financial institutions will be present at the conference, contributing to various issues.
