India is hosting the 61st Meeting of the International Committee of Legal Metrology (CIML) in New Delhi from October 26 to 28, 2026. This is the first time the country is hosting a meeting of the International Organization of Legal Metrology (OIML). The meeting brings together delegates, senior officials and technical experts from across the world to advance cooperation in measurement standards and fair trade. President of CIML Dr. Bob Joseph Matthew underscored the importance of legal metrology in ensuring fair trade and facilitating international cooperation. Chairing the opening seminar, First Vice-President of CIML Ms. Renée Hansson highlighted the evolving role of legal metrology in addressing digitalisation and emerging technologies.
Director of the International Bureau of Legal Metrology (BIML) Mr. Anthony Donellan outlined OIML’s efforts to develop harmonised technical recommendations and facilitate mutual acceptance of test results through the OIML Certification System (OIML-CS). Secretary of the Department of Consumer Affairs Ms. Nidhi Khare emphasised that accurate and internationally harmonised measurements are fundamental to fair trade, consumer confidence and economic growth. Referring to the Jan Vishwas reforms of 2023 and 2026, Ms. Nidhi Khare highlighted India’s commitment to consumer protection alongside ease of doing business. These reforms introduced the decriminalisation of specified offences, improvement notices and graded penalties. India has also expanded Government Approved Test Centres (GATCs), developed the e-Maap National Portal and been recognised as an OIML-CS Issuing Authority. The National Time Dissemination Project, “One Nation, One Time”, aims to provide accurate and traceable Indian Standard Time for sectors such as banking, telecommunications and power systems.
