India-Mauritius joint vision for an enhanced strategic partnership

During Prime Minister Mr. Narendra Modi’s state visit to Mauritius from March 11 to 12, 2025, he held comprehensive and productive discussions with Prime Minister of Mauritius Mr. Navinchandra Ramgoolam on the entire gamut of bilateral relations between the two countries. The leaders reaffirmed that Mauritius and India enjoy a special and unique relationship, given their shared history, language, culture, heritage, kinship, and values. They acknowledged that Mauritius-India ties have grown into a Comprehensive Strategic Partnership that benefits both countries and the wider Indian Ocean Region. The Prime Minister of Mauritius, Mr. Navinchandra Ramgoolam, underscored India’s role as a time-tested and trusted partner in Mauritius’ socio-economic development since independence. Prime Minister Mr. Narendra Modi, recalling his earlier visit in March 2015, emphasized Mauritius’ crucial role in realizing India’s Vision SAGAR and lauded the extensive support extended by Mauritius in advancing bilateral relations. Both leaders agreed to provide further guidance and transform the relationship into an enhanced Strategic Partnership. 

The two leaders acknowledged the high trust and mutual understanding of their bilateral relations, complemented by regular high-level exchanges. They welcomed the ongoing discussions between their Parliaments and agreed to strengthen cooperation in sharing best practices on parliamentary proceedings. In terms of development partnership, India has been a leading development partner for Mauritius since its independence, contributing significantly to its infrastructure and developmental needs. The Prime Minister of Mauritius expressed gratitude for India-aided projects that have benefited Mauritius over the years. Both leaders agreed to work towards the timely delivery of 100-electric buses, implement Phase II of High Impact Community Development Projects, and initiate the replacement of a 100 km water pipeline in Mauritius under the first INR-denominated Line of Credit agreement. They also agreed to explore new areas of development cooperation as per Mauritius’ needs and priorities.
