India Strengthens Global Digital Cooperation through Digital Public Infrastructure Partnerships with 24 Countries

The Government of India has strengthened its global digital cooperation by signing Memoranda of Understanding (MoUs) with 24 countries to promote the adoption of India's Digital Public Infrastructure (DPI) solutions and accelerate digital transformation worldwide. Building on the success of India Stack and its recognition in the G20 New Delhi Leaders' Declaration (2023), the partnerships provide a framework for capacity building, knowledge sharing, technical cooperation, feasibility assessments and the deployment of population-scale digital solutions. The initiative supports the Government's vision of creating a globally connected, trusted and inclusive digital ecosystem while promoting financial inclusion, innovation and efficient public service delivery. India has also conducted virtual consultations and technical workshops with partner countries to showcase digital platforms such as DigiLocker, e-Sanjeevani, e-Office and e-Hospital, with significant progress achieved across the Global South. An Implementation Framework Agreement and Non-Disclosure Agreement have been concluded with Kenya for DigiLocker implementation, while development of a foundational DigiLocker solution has commenced in Cuba.

The Government has further strengthened international collaboration through technical exchanges and study visits involving institutions such as the Unique Identification Authority of India (UIDAI), National e-Governance Division (NeGD), National Payments Corporation of India (NPCI), National Informatics Centre (NIC) and the Centre for Development of Advanced Computing (C-DAC). Under the Indian Technical and Economic Cooperation (ITEC) programme, specialised Digital Public Infrastructure training has also been provided to partner countries. To support implementation in Low- and Middle-Income Countries (LMICs), the Government has approved a Social Impact Fund (SIF) to provide financial and technical assistance for DPI pilot projects. Additionally, the Unified Payments Interface (UPI) has expanded internationally and is now connected with payment systems in 10 countries, facilitating cross-border person-to-person (P2P) remittances and person-to-merchant (P2M) transactions. These initiatives reinforce India's leadership in digital innovation and strengthen its role as a trusted global partner in advancing inclusive digital transformation.
