Mr. Rajnath Singh, Minister of Defence, issued the third positive indigenisation list, which includes 101 important equipment/platforms. The list has a specific emphasis on equipment/systems that are being researched and are anticipated to result in definite orders in the next five years. From December 2022 through December 2027, these weapons and systems are expected to be indigenized in stages. According to the requirements of Defence Acquisition Procedure (DAP) 2020, these 101 goods will now be bought from local providers. The current development followed the publication of the first list (101) and the second list (108) on August 21, 2020, and May 31, 2021, respectively. After extensive talks with all stakeholders, including the Defence Research and Development Organisation (DRDO), the Department of Defence Production (DDP), Service Headquarters (SHQs), and the corporate sector, the third positive indigenisation list was compiled.
The spirit behind issuing these three lists, which include 310 pieces of defence equipment that will be manufactured in the US, reflects the government's growing confidence in the domestic industry's ability to supply equipment of international standards to meet the demand of the Armed Forces.
By negotiating 30 Transfer of Technology (ToT) agreements with 25 sectors, the DRDO contributed to the strengthening of indigenous industry. These technologies include the Quantum Random Number Generator (QRNG), the Laser Directed Energy Weapon System, the Missile Warhead, High Explosive Materials, High-Grade Steel, Specialised Materials, Propellants, Surveillance & Reconnaissance, Radar Warning Receivers, CBRN UGVs, Mine Barriers, Fire Fighting Suits, Anti Mine Boots, and DRDO has inked about 1,430 ToT agreements with Indian companies to date, with a record number of over 450 ToT deals struck in the previous two years.
