Launch of Invoice Incentive Scheme “Mera Bill Mera Adhikaar” from September 1st, 2023

The Government of India, in collaboration with state governments, is establishing a 'Invoice Incentive Scheme' called 'Mera Bill Mera Adhikaar' to encourage customers to request invoices and bills for all purchases. The scheme's goal is to shift people's cultural and behavioural perceptions of asking for a bill as a right and entitlement.

According to a statement from the finance ministry, there will be 800 lucky draws each month for GST invoices with a reward value of US$ 120.97 (Rs. 10,000) and 10 draws with prizes worth US$ 12,097.24 (Rs. 10 lakh) each. A quarterly draw will be held for all invoices uploaded in the last three months (till the fifth of the month of the bumper draw) for the bumper reward of US$ 1,20,972.40 (Rs. 1 crore).

The initiative will begin as a trial project in Assam, Gujarat, and Haryana, as well as the Union Territories of Puducherry, Dadra & Nagar Haveli, and Daman & Diu. All B2C invoices issued during the previous month and uploaded by the 5th of the following month will be eligible for the monthly draws.

Participants will be asked to give the GSTIN of the supplier, invoice number, invoice date, invoice value, and state/UT of the customer when uploading the invoice. The winner will be asked to give further information, such as their PAN number, Aadhaar card, and bank account details, via the app/web portal within 30 days of being notified so that the winning cash may be transferred.

An individual can only upload a maximum of 25 invoices per month. Invoices can be posted to the 'Mera Bill Mera Adhikaar' mobile application, which is available on iOS and Android. Invoices can also be uploaded to the 'web.merabill.gst.gov.in' web portal.
