Ministry of Textiles Announces "District-Led Textiles Transformation (DLTT)" Plan to Create Global Export Champions

The Ministry of Textiles has announced the DLTT initiative-a comprehensive program for inclusive, sustainable growth of the textile sector across India-at the National Textile Ministers Conference held in Guwahati. This would involve transforming 100 high-potential districts into Global Export Champions and elevating 100 Aspirational Districts into self-reliant textile hubs using a district-specific approach. This initiative is based on a data-driven evaluation of the districts on export performance, the MSME ecosystem, and the availability of workforce. Thus, the districts were grouped into Champion and Aspirational categories with a view to intervening specifically to ensure maximum outcomes.
Champion Districts shall focus on advanced enhancements such as mega Common Facility Centre upgrades, integration of Industry 4.0 technologies, and strengthening of direct export market linkages. Aspirational Districts shall focus on foundational ecosystem building through basic skills training, workforce certification, raw material banks, and support to micro-enterprises through self-help groups and cooperatives. Special focus is given to the Purvodaya Convergence approach in eastern and northeastern regions for tribal belt development, better connectivity, and GI tagging of unique handicrafts for premium global markets. To scale up textile clusters effectively by unlocking economic opportunities and making India more competitive in the global textile arena, DLTT has an aspiration for strategic government convergence with industry and academia.
