Mission Karmayogi aims to add futuristic vision to civil services: Minister

Mr. Jitendra Singh, Union Minister of State for Personnel, Public Grievances and Pensions, stated on Thursday that the 'Mission Karmayogi' intends to instil a futuristic mindset in civil servants that will help set the roadmap for the next 25 years, leading to the Century India of 2047.

He said the vital need to change from 'rule' to 'role' in governance is essential to accomplishing PM Narendra Modi's aim of a New India and live up to its aspirations, speaking at a workshop on 'Mission Karmayogi Path Ahead' as part of the festivities for Good Governance Week.

Noting that the era of generalists is finished, Singh stated that civil service now requires a competency-driven capacity building approach that focuses on imparting competencies needed to perform its tasks, which is Mission Karmayogi's core purpose.

"To realise PM Modi's vision, government workers across the country must possess the necessary attitudes, skills, and expertise. Keeping this in mind, the government has launched a number of programmes, including the National Programme for Civil Service Capacity Building (NPCSC)" Singh said.

He noted that the initiative will integrate many aspects of human resource management, including capacity building through carefully selected and approved digital e-learning content, deploying the right person to the right function through competence mapping, and succession planning.

He expressed that the expectation is that Mission Karmayogi will be a critical enabler in continuously augmenting and improving delivery, and will eventually be able to assist in the Prime Minister's vision of a US$5 trillion economy.

"The foundations of this Mission are rooted in the recognition that a citizen-centric civil service empowered with the right attitude, functional expertise, and domain knowledge will result in improved ease of living and ease of doing business," the minister said. "Against the backdrop of changing demographics, digital penetration, and growing social and political awareness, there is a need to empower civil servants to be more dynamic and professional.".
