The Ministry of Housing and Urban Affairs (MoHUA) has launched Affordable Rental Housing Complexes (ARHCs) as a sub-scheme of the Pradhan Mantri Awas Yojana - Urban (PMAY-U) to provide decent housing to urban migrants and the poor near their places of work. This approach is implemented using the following two models:
Model 1: Converting existing government-funded unoccupied dwellings built under the Jawaharlal Nehru National Urban Renewal Mission (JnNURM) and Rajiv Awas Yojana (RAY) into ARHCs through Public Private Partnerships (PPPs) or Public Agencies;
Model-2: Public/private entities construct, operate, and maintain ARHCs on their own available unoccupied land.
Under Model-I, 5,478 unoccupied Government-funded houses have been turned into ARHCs to give access to dignified, affordable rental housing close to the job for urban migrants and the poor, and the process for developing an additional 7,483 units as ARHCs is in various stages around the country. The Annexure lists the number of remaining government-funded empty houses built under JnNURM and RAY that will be transformed into ARHCs for urban migrants and the poor by state/UT.
