Minister of Defence Mr. Rajnath Singh has authorised a new list of 780 components and subsystems that will only be acquired from the domestic industry after an import ban takes effect over a six-year period. It is the third such "positive indigenisation" list, and it includes line replacement units, subsystems, and components used for various military platforms, equipment, and weapons, with the goal of reducing imports by defence public sector undertakings (DPSUs).

The Ministry of Defence has established detailed timetables for the import embargo, which would last from December 2023 to December 2028. Indigenisation of these commodities would be pursued through various ways under the 'Make' category. The 'Make' category attempts to attain self-sufficiency by increasing Indian sector participation in defence manufacture.

According to the ministry, Projects involving the design and development of equipment, systems, significant platforms, or improvements can be undertaken under this category. It claims that developing these things in-house will boost the economy and reduce DPSU import dependence. The defence ministry has set a target of Rs. 1.75 lakh crore (US$ 25 billion) in defence manufacturing turnover over the next five years, including a US$ 5 billion military hardware export target.
