MSDE drives skill-led transformation across India’s border villages under the Vibrant Villages Programme

The Ministry of Skill Development and Entrepreneurship (MSDE) is advancing skill-led transformation across India’s border regions under the Vibrant Villages Programme (VVP), aimed at developing 662 villages in states such as Arunachal Pradesh, Himachal Pradesh, Uttarakhand, Sikkim and Ladakh into self-reliant and well-connected ‘first villages’. A Capacity Building and Review Workshop held at Kaushal Bhawan, New Delhi, brought together stakeholders, including the Ministry of Home Affairs, multiple central ministries, State Skill Development Missions (SSDMs) and Sector Skill Councils (SSCs) to enhance coordination and accelerate implementation. The initiative focuses on delivering locally relevant and demand-driven skilling programmes to boost livelihood opportunities in strategically important border areas.

MSDE has sanctioned 74 skill development proposals under the programme, reflecting steady progress in operationalising skilling interventions in these regions. Discussions during the workshop reviewed ongoing projects and identified challenges such as trainer availability, beneficiary mobilisation, and infrastructure gaps. Going forward, the ministry outlined a structured roadmap emphasising stronger project pipelines, on-site training using existing infrastructure like schools and ITIs, and enhanced support through standardised procedures. A coordinated framework among district administrations, SSDMs, SSCs and MSDE will ensure continuous monitoring and timely issue resolution. The workshop also promoted peer learning and highlighted innovative practices to ensure that skilling initiatives translate into sustainable livelihood outcomes in border villages.
