National Green Hydrogen Mission Advances Green Hydrogen Adoption in Petroleum and Refining Sector

The Government of India is advancing the adoption of green hydrogen in the petroleum and refining sector under the National Green Hydrogen Mission (NGHM), which aims to establish India as a global hub for the production, use and export of green hydrogen and its derivatives. Under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Mode 2B scheme, a total green hydrogen production capacity of 30 Kilo Tonnes Per Annum (KTPA) has been awarded for refineries. Indian Oil Corporation Limited’s Panipat refinery has been allocated 10 KTPA, while Bharat Petroleum Corporation Limited’s Bina refinery and Hindustan Petroleum Corporation Limited’s Vizag refinery have each been awarded 5 KTPA. Numaligarh Refineries Limited’s Numaligarh refinery has received the remaining 10 KTPA capacity. The projects are being implemented through Build Own Operate (BOO) arrangements involving private developers and project-specific investments.

The initiative is expected to support India’s clean energy transition by promoting domestic production and utilisation of green hydrogen in the refining sector. Greater adoption of green hydrogen can help reduce dependence on imported fossil fuels, strengthen energy security and support the country’s net-zero objectives. The development of green hydrogen capacity across major refineries also marks a step towards integrating cleaner fuels into industrial operations while creating demand for emerging clean energy technologies. Through the National Green Hydrogen Mission, the Government is promoting the development of a domestic green hydrogen ecosystem that can support industrial decarbonisation and strengthen India’s position in the global clean energy landscape.
