Mr. Amit Shah, Minister of Home Affairs and Cooperation, told Parliament that the Centre plans to introduce new initiatives to develop cooperative societies starting in the FY23. In a written reply to the Rajya Sabha, Mr. Shah stated that there is now just one scheme for the promotion and development of the cooperative sector in India, namely the Central Sector Integrated Scheme on Agricultural Cooperation (CSISAC).

Assistance is provided by CSISAC to the National Cooperative Development Corporation (NCDC), Cooperative Education and Training; and the National Cooperative Federation, Cooperative Education and Training. He stated in the Upper House, “With the formation of a new ministry, the introduction of new schemes from FY23 onwards is envisaged.” In July 2021, a new Ministry of Cooperation was established to strengthen the country's cooperative movement.

The new ministry, according to Mr. Shah, has already begun operations. The Ministry's administrative jurisdiction extends to the NCDC, a statutory corporation, and the National Council for Cooperative Training (NCCT), a registered society.

The Centre has recommended a Rs. 900 crore (US$ 120.4 million) allocation for the Ministry of Cooperation in this budget.  Mr. Shah stated that the government's goal is to attain total prosperity in India by following the mantra "Sahakar Se Samriddhi" (prosperity through cooperation).
