Odisha aims for 15 fully operational airports by 2047 to boost connectivity and aviation growth

Odisha is accelerating its aviation infrastructure development with a long-term vision to establish 15 fully-operational airports by 2047, significantly strengthening regional, domestic, and international connectivity. The state currently has 26 airports and airstrips, including 12 state-owned facilities, though only five civilian airports, Bhubaneswar, Jharsuguda, Jeypore, Utkela, and Rourkela, are presently operational. The Biju Patnaik International Airport (BPIA) in Bhubaneswar remains the only airport offering international services, with direct flights to Dubai, Singapore, and Bangkok. Odisha is also awaiting central government approval for the development of a second international airport in Puri, a move expected to boost tourism, global connectivity, and economic activity. A high-power committee on aviation, chaired by Chief Secretary Manoj Ahuja, recently assessed the progress of upcoming airports and emphasised strict timelines, improved inter-departmental coordination, and proactive planning to establish Odisha as a leading aviation hub in Eastern India.
The committee also highlighted the growing need for specialised aviation talent and decided to frame a dedicated policy to promote Flight Training Organisations (FTOs) in the state. This initiative aims to develop a skilled workforce and support the long-term expansion of the aviation ecosystem. Additionally, the panel reviewed the operationalisation of the proposed aviation centre in Dhenkanal, envisioned as a major hub for flight training, technical skill development, and capacity building. Discussions further included the need for a comprehensive state aviation policy to streamline regulatory procedures, attract private investment, and ensure uniform and sustainable sectoral growth. With focused infrastructure development and strategic policy interventions, Odisha aims to emerge as a competitive and well-connected aviation destination by 2047.
