Outcome and Employment Generation under Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

The Ministry of Skill Development and Entrepreneurship (MSDE) has been implementing the flagship Pradhan Mantri Kaushal Vikas Yojana (PMKVY) since 2015 to enhance youth employability through skill development training. The scheme provides Short-Term Training (STT) as well as Recognition of Prior Learning (RPL) for up-skilling and re-skilling. Between FY21 and FY25, over 5.2 million candidates have been trained across states and Union Territories, with Uttar Pradesh, Rajasthan, Maharashtra, and Tamil Nadu among the top contributors. Placement tracking under earlier versions of PMKVY showed a 43% placement rate among certified candidates. However, PMKVY 4.0 shifts focus on empowering trainees with diverse career choices and greater orientation. Multiple third-party evaluations highlight the scheme’s impact: PMKVY 2.0-trained individuals reported 15% higher average monthly incomes than non-participants, while RPL-certified candidates earned 19% more. NITI Aayog’s 2020 evaluation noted that 94% of employers intended to hire more PMKVY-trained workers, reflecting strong industry acceptance.
To further support employment outcomes, PMKVY 4.0 launched the Skill India Digital Hub (SIDH), a one-stop digital platform integrating skilling, education, employment, and entrepreneurship services. SIDH connects trained candidates with job and apprenticeship opportunities, facilitating employer engagement through nationwide Rozgar Melas (job fairs). The scheme’s success is underpinned by strategic partnerships, rigorous evaluation, and digital innovations to promote lifelong learning and enhance workforce readiness. In FY25, states like Uttar Pradesh trained 4,63,569 candidates, Rajasthan 2,79,609, and Maharashtra 74,939, indicating widespread geographic reach. This comprehensive approach reflects the Government’s commitment to empowering India’s youth with relevant skills, improving employability, and aligning vocational training with evolving industry demands.
