Over 7.5 crore jobs created in formal sector in last seven years: Union Minister of Labour & Employment and Youth Affairs & Sports, Mr. Mansukh Mandaviya, highlights India's employment formalisation progress at International Labour Conference (ILC)

Union Minister of Labour & Employment and Youth Affairs & Sports, Mr. Mansukh Mandaviya, highlighted India’s progress in employment formalisation and social protection at the 113th International Labour Conference (ILC) in Geneva. He announced that over 7.5 crore formal jobs have been created in the past seven years, driven by reforms and schemes promoting formal employment. He added that India’s employment-linked incentive scheme, with an allocation of Rs. 1,09,465 crore (US$ 12.80 billion) is set to boost job formalisation further. Mr. Mansukh Mandaviya also emphasised India’s digital public infrastructure, including the National Career Service (NCS), which aggregates global job demand and supports international labour mobility.
Mr. Mansukh Mandaviya also informed the International Labour Organization (ILO) about India's Social Protection Data Pooling Exercise, which has enabled the country to achieve 64.3% coverage in 2025—up from 19% in 2015. With over 94 crore citizens now receiving at least one social protection benefit, India ranks second globally by beneficiary count. This achievement, reflecting Phase I of the data exercise, was officially published in the ILOSTAT database. With Phase II underway, total coverage is expected to surpass 100 crore. The minister said this expansion will support India's negotiations on Social Security Agreements (SSAs) with developed countries, ensuring portability of benefits for Indian professionals abroad. The ILO recognised India's efforts as among the fastest global expansions in social protection. He affirmed that these milestones reflect Prime Minister Mr. Narendra Modi’s Government commitment to inclusive, tech-enabled, rights-based welfare delivery and its long-term goal of empowering every citizen through the vision of “Antyodaya.”
