PM GatiShakti National Master Plan Enables Integrated and Coordinated Infrastructure Planning

The PM GatiShakti National Master Plan (PMGS NMP), launched in October 2021, is strengthening integrated and coordinated infrastructure planning by bringing Central Ministries, Departments and States and Union Territories onto a common geospatial platform. The initiative enables data-driven decision-making through geospatial data, satellite imagery and Application Programming Interface (API) integration, supporting synchronised planning and execution of infrastructure projects across sectors. The Network Planning Group (NPG) has so far evaluated 396 infrastructure projects with a total estimated cost of Rs. 18.66 lakh crore (US$ 207.39 billion), of which 256 projects have been sanctioned and 198 are under implementation. The projects cover key sectors including roads, railways, ports and waterways, power, petroleum and natural gas, civil aviation, industrial corridors and telecommunications. PM GatiShakti itself does not have separate budgetary provisions, with projects being approved and implemented by respective Ministries, Departments and States/UTs under their existing schemes and funding mechanisms.

The initiative has been adopted by 58 Central Ministries/Departments and all 36 States/UTs, while around 1,800 data layers have been integrated into the platform along with more than 65 software modules and over 100 mobile and web applications. The PM GatiShakti public platform, launched in September 2025, has also enabled private entities and the public to access data analytics for infrastructure planning through a query-based mechanism. Government assessments indicate that integrated infrastructure initiatives, including PM GatiShakti, have contributed to improved logistics efficiency, turnaround time, ease of doing business and industrial competitiveness. India’s logistics cost was estimated at 7.9% of GDP in a 2025 assessment by the Department for Promotion of Industry and Internal Trade (DPIIT) in collaboration with the National Council of Applied Economic Research (NCAER). The continued expansion of PM GatiShakti is expected to further strengthen multimodal connectivity, improve last-mile infrastructure and support the development of a more connected and competitive Indian economy.
