PRAGATI @ 50: Institutionalizing Proactive and Tech-Enabled Governance

Recently, the Government of India reaffirmed its commitment to improving governance through the PRAGATI initiative, which stands for "Pro-Active Governance and Timely Implementation". This initiative is all about improved project implementation and the removal of bottlenecks that arise from time to time in both Central and State administrations. Recently, during a press meet, the Cabinet Secretary and other departmental secretaries have elaborated how the "Project and Issue Escalation Mechanism" of PRAGATI functions to enable them to monitor discharges and take appropriate decisions to deal with key issues relating to national projects of strategic importance. According to this structure, the day-to-day issues are initially resolved at the level of ministries, followed by more complex or high-priority issues, which pass through the channel, and the final discussions happen at the PRAGATI meetings, which are held under the chairmanship of the Prime Minister, Mr. Narendra Modi. The entire process has been made easier using a technology-enabled platform.
The Cabinet Secretary highlighted further that PRAGATI has successfully institutionalized proactive and technology-driven governance, which has made it a norm to take coordinated and focused actions at the highest level. It has further refined the accountability and responsiveness for the macro intervention sectors, and thus, it has facilitated the achievement of citizen dividends at a quicker pace. To provide an analysis for evidence-based policy and implementation inputs, the briefing included links to the presentation and an outside analysis conducted by the Said Business School at Oxford. PRAGATI continues to push the progress that will enable efficient governance and development activities in all sectors as it reaches its 50th milestone.
