Roadmap for making India a global skill hub

India is strengthening its skill development ecosystem to position itself as a global hub for skilled talent under the government’s Skill India Mission. Implemented by the Ministry of Skill Development and Entrepreneurship (MSDE), the initiative provides training, reskilling and upskilling through a nationwide network of centres and flagship programmes such as Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and the Craftsman Training Scheme (CTS) delivered through Industrial Training Institutes (ITIs). The mission aims to equip youth with industry-relevant capabilities and prepare them for emerging economic opportunities. To ensure quality and industry alignment in training programmes, the National Council for Vocational Education and Training (NCVET) has been established as the regulator for the technical and vocational education and training ecosystem. It recognises industry bodies as awarding and assessment agencies and has approved 9,026 qualifications aligned with sectoral demand.

The government has also strengthened industry partnerships and modernised training content to meet Industry 4.0 requirements. The Directorate General of Training collaborates with technology companies such as IBM, Cisco, Microsoft, Amazon Web Services, and Autodesk to introduce programmes in emerging fields, including artificial intelligence, robotics, cybersecurity, drones, and green technologies. Additionally, India has established two Indian Institutes of Skills in Ahmedabad and Mumbai and created 36 Sector Skill Councils led by industry experts to identify sectoral skill needs. To support global mobility of talent, the government has set up seven Skill India International Centres across cities such as Bengaluru, Hyderabad, and Varanasi, providing internationally aligned training, language support, and pre-departure orientation for overseas employment. These initiatives also complement international cooperation agreements with countries including Australia, Germany, Japan, Singapore, and UAE, helping expand global opportunities for India’s skilled workforce.
