Seven states plan 1,380 new GCCs, to help create 12 lakh jobs by 2031: CBRE

Seven Indian states, Karnataka, Maharashtra, Rajasthan, Gujarat, Kerala, Haryana and Madhya Pradesh, have introduced dedicated policies to accelerate the establishment of Global Capability Centres (GCCs) and strengthen India’s position as a leading global services hub. According to a CBRE report, the states are collectively targeting around 1,380 GCCs and approximately 1.18 million jobs by 2031. Karnataka has set the highest target of 500 GCCs, with potential to create 3.5 lakh jobs, while Maharashtra is targeting 200 GCCs and around 4 lakh employment opportunities. Rajasthan is aiming to attract more than 200 GCCs, with the potential to generate 1.5 lakh jobs. Gujarat has set a target of more than 250 GCCs and expects to create around 50,000 jobs, while Kerala is targeting 80 GCCs and approximately 1.6 lakh employment opportunities.

The growing adoption of state-level GCC policies reflects increasing competition among states to attract multinational corporations, technology companies and other global enterprises seeking to establish or expand their offshore operations in India. The policy frameworks are expected to support investment, employment generation and the development of technology and business services ecosystems across emerging as well as established destinations. By providing dedicated policy support for GCC establishment, states are seeking to strengthen their talent pools, improve business infrastructure and create an enabling environment for high-value services and knowledge-based activities. The combined targets indicate the potential for significant expansion of India’s GCC landscape over the coming years, supporting the country’s services sector, creating skilled employment and further reinforcing India’s role in global business operations.
