Uttar Pradesh to Strengthen Green Manufacturing with Large-Scale Biopolymer Plant

India is set to strengthen its green manufacturing ecosystem with the launch of its first large-scale biopolymer facility at the Kumbhi sugar unit of Balrampur Chini Mills Limited in Lakhimpur Kheri, Uttar Pradesh, which is expected to become operational by October 2026. The fully integrated greenfield project, being developed with an investment of around Rs. 3,080 crore (US$ 324.21 million) will convert locally sourced sugarcane into Polylactic Acid (PLA), a biodegradable bioplastic. The facility, operating under the Balrampur Bioyug brand, is designed with renewable energy use and a zero liquid discharge system, supporting efforts to reduce dependence on conventional plastics and promote sustainable materials. Located within the company’s existing sugar mill premises at Kumbhi in Gola Gokarannath, the project is expected to strengthen Uttar Pradesh’s position in India’s emerging bio-economy and green technology landscape.

The plant is planned with an annual production capacity of 80,000 tonnes of PLA, providing an industrial-scale platform for manufacturing biodegradable plastics from a renewable agricultural feedstock. The project’s foundation stone was laid by the Chief Minister of Uttar Pradesh on February 22, 2025, and its commissioning is expected to support the expansion of India’s biopolymer manufacturing capabilities. By integrating sugarcane processing with biopolymer production, the facility can create opportunities for value addition within the agricultural and manufacturing value chains while supporting the development of eco-friendly alternatives to conventional plastics. The initiative is also expected to contribute to sustainable manufacturing, strengthen the domestic bio-based materials ecosystem and encourage greater adoption of biodegradable plastics across applications.
