Puducherry, a union territory (UT) of India, is bounded on the East by the Bay of Bengal and on the remaining three sides by Tamil Nadu. The UT comprises Puducherry, Karaikal, Mahe and Yanam, wherein Karaikal lies about 130 km south of Puducherry on the East Coast and Mahe is situated on the Malabar Coast on the Western Ghats surrounded by Kerala. Yanam is situated adjoining the East Godavari district of Andhra Pradesh. The coastline is 45 kms, with 26 landing centres and 1,000 sq. km. of continental shelves (with potential marine fisheries).
The UT has a strong presence in the tourism, agriculture, and marine product sectors. It is an attractive tourist destination with beaches and French architecture. In 2024, domestic and foreign tourists' arrival in Puducherry stood at 2.12 million and 0.018 million tourists, respectively.
The Union Territory being ranked second among all Union Territories with a composite score of 74 in the SDG India Index 2023-24, surpassing the previous score of 68 released in 2020-21. Puducherry has been classified as "Achiever" in 'Affordable and Clean Energy’; "Tops First" in the goal of 'Zero Hunger', 'Industry, Innovation and Infrastructure', and 'Reduced Inequalities' compared with the other Union Territories
Puducherry has a fishermen population of about 1,09,417 of which 28,767 fishermen are actively engaged in fishing from 38 marine fishing villages and 12 inland fishing villages/hamlets in 2021The union territory is also endowed with freshwater area in the form of ponds and tanks that are suitable for both capture and culture fishery.
As of October 2025, Puducherry had a total installed power generation capacity of 444.51, of which 338.60 MW was under central utilities, 32.50 MW was under state utilities, and 73.41 MW was under the private sector. Of the total installed power generation capacity, 285.10 MW was contributed by thermal and 73.41 MW by renewable energy.
In 2024-25, the tertiary sector contributed 51.03% to the UT’s gross state value added (GSVA) at current prices, followed by secondary (42.35%) and primary (6.63%) sectors.
Agriculture is one of the most important occupations for the people of Puducherry. About 45% of the total population depends directly or indirectly on farming. The agriculture sector contributes < 2% of the Gross State Domestic Product (GSDP) of the Government of Puducherry. The UT is one of the largest producers of bananas, flowers, tapioca, coconut, groundnut, and sugarcane in the country.
Puducherry has the highest SPI score of 65.99 in the country, attributable to its remarkable performance across components like Personal Freedom and Choice, Shelter, and Water and Sanitation.
The following are some of the major government initiatives to promote Puducherry as an investment destination:
- On October 31, 2025, the administration of Puducherry announced plans to build plug-and-play infrastructure and digital single-window-based approvals for Micro, Small and Medium Enterprises (MSMEs), signalling its intent to become a vibrant export hub beyond its traditional identity as a tourism destination.
- On October 15, 2025, the Government unveiled a Rs. 20,000 crore (US$ 2,24 billion) highway-development plan for Puducherry, with Union Minister of Road Transport & Highways, Mr. Nitin Gadkari inaugurating and laying foundation stones for key National Highway projects aimed at improving connectivity and easing urban traffic in the Union Territory.
- On September 18, 2025, the government of Puducherry passed four reform bills, including the Puducherry Ease of Doing Business Bill, 2025, that simplify licensing, set fixed approval timelines, allow deemed approvals, and relax land-use, building and environmental norms to significantly ease compliance and boost investment appeal in the Union Territory.
- On August 25, 2025, the government of Puducherry announced plans to set up a new industrial estate on 750 acres, aiming to boost industrial growth and generate employment in the region.
- The Puducherry Budget 2025-26 raises agriculture outlay to Rs. 216.87 crore (US$ 24.2 million) and introduces major farmer-support measures including higher seed subsidies, MSP implementation under PM AASHA, full-premium crop insurance for coconut and Rs. 2,000 (US$ 22.38) annual rain relief for registered agricultural labourers, while advancing the Union Territory’s goal of achieving fully organic farming under Vision 2047.
- The PY‑SHORE project, a Rs. 1,433 crore (US$ 160 million) initiative has been proposed to strengthen the coastal resilience and blue economy of Puducherry by 2029. It includes construction of a southern reef, rejuvenation of mangroves and sand dunes, modernisation of fishing villages and harbours, development of an eco-cruise terminal and marine-plastics management, and efforts to boost eco-tourism and sustainable livelihoods.
- As per the Lieutenant Governor Speech 2025:
- A Rs. 750 crore (US$ 87.87 million) project to repair, renovate, and restore 78 tanks in Puducherry has been formulated, aiming to enhance surface water storage and groundwater potential, and will be submitted to the Ministry of Jal Shakti for 90% central grant under the RRR scheme.
- The Minimum Support Price for paddy increased from Rs. 1,868 (US$ 21.92) per quintal in 2020-21 to Rs. 2,300 per quintal in 2024-25, while the net sown area and gross cropped area in Puducherry also grew steadily during this period.
- For 2025-26, the Government of India has allocated Rs. 15.82 crore (US$ 1.85 million) to Puducherry under Centrally Sponsored Schemes, including the National Mission on Natural Farming (NMNF).
- Under the Sub-Mission on Agricultural Mechanization (SMAM), Rs. 7.24 crore (US$ 869,361.45) was utilized from 2021-22 to benefit 440 farmers with various machineries, and Rs. 4.65 crore (US$ 544,815.46) interventions are planned for this year.
- The Department of Fisheries and Fishermen Welfare, Puducherry, held a Joint Working Group meeting with Central Fisheries Institutions to formulate a policy promoting deep sea fishing, focusing on the Andaman Sea. The initiative aims to identify potential fish landing zones using satellite technology, encourage sustainable fishing practices, and explore value-added processing and export opportunities.
- The CMFRI has identified 15 potential sites in Puducherry and 10 in Karaikal for seaweed farming, with a proposal to integrate sea-cage farming and seaweed culture, aiming to empower fisherwomen in both regions.
- Under the scheme "Prime Minister Surya Ghar Mufti Bijili Yojana", residential Roof Top solar programme, Roof Top Solar plants with a net capacity of 1.88 MW was installed for 493 Domestic Consumers and subsidy to the tune of 3.01 crore released during 2024-25
- As per Puducherry Budget 2025; Launched by Prime Minister Mr. Narendra Modi, Ayushman Bharat Vaya Vandana Scheme, under this scheme 7,600 beneficiaries have got registered in the Union Territory of Puducherry.
- Under Swachh Bharat Abhiyan (Urban), the Integrated Solid Waste Management will be implemented in Puducherry at an estimated cost of Rs. 58.75 crore (US$ 7.04 million) on a Design, Build, Finance, Operate and Transfer Model.
- Under state budget 2025-26 Rs. 1,032.03 crore (US$ 120.91) has been allocated for School Education during 2025-26. Rs. 360.84 crore (US$ 42.27 million) has been allocated for Higher and Technical Education in 2025-26.
- Under state budget 2025-26 Rs. 1,086.24 crore (US$ 127.26 million) has been allocated for Health Department.
- Under state budget 2025-26 an amount of 216.87 crore (US$ 25.40 million) has been allocated for Agriculture and Farmers Welfare.
- Under state budget 2025-26 an amount of 72.40 crore (US$ 8.48 million) has been allocated for Tourism Department.
- Under the Puducherry Budget 2025-26, Rs. 132.44 crore (US$ 15.51 million) has been allocated for Department of Fisheries and Fishermen Welfare.
- Under the Puducherry Budget 2025-26, Rs. 216.87 crore (US$ 25.64 million) has been allocated for Agriculture and Farmers Welfare.
- As per Union Budget 2023-24, 10 Years perspective 'Tourism Plan' would be developed for promoting tourism in Union Territory of Puducherry for creating employment opportunities to 5,000 youths in the next 5 years.
- Under the “Paramparaghat Krishi Vikas Yojana” Scheme, organic farming practices would be promoted. It is also proposed to bring around 600 hectares, under organic farming cultivation during 2023-24 and 2024-2025
- As per Union Budget 2023-24, it is proposed to enact Puducherry Micro Small & Medium Enterprises Act, to grant exempt from getting approvals and inspections for a period of three years from the date of commencement of business.
- As per the Union Budget 2023-24, the government allocated Rs. 1,042.64 crore (US$ 125.12 million) to the Health Department.
- Under the Puducherry Budget 2023-24, Rs. 924.68 crore (US$ 110.97 million) has been allocated for school education. The amount of Rs. 312.27 crore (US$ 37.47 million) has been allocated for Higher and Technical Education in 2023-24.
- As per the Union Budget 2023-24, under "AMRUT 2.O", Government of India has accorded approval for the project cost of Rs. 150 crore (US$ 18 million) for various water supply, rejuvenation of water body, sewerage and septage management projects in urban local bodies of Puducherry, Karaikal, Mahe and Yanam regions.
- As per Union Budget 2023-24, under Smart City Project, linking of various urban storm water drains and improvement works for an amount of Rs. 99.50 lakh (US$ 0.11 million).
- In 2023, the government is committed to improve Puducherry's socio-economic aspect to improvise investment opportunities.
Puducherry is a coastal Union Territory on the Bay of Bengal, comprising Puducherry, Karaikal, Mahe and Yanam, and is surrounded largely by Tamil Nadu. It ranks among the top-performing UTs on the SDG India Index and records the highest Social Progress Index score nationally, reflecting strong outcomes in quality of life and basic services. The economy is services-led, supported by well-developed road, port, airport and industrial infrastructure. Puducherry is emerging as an MSME and export hub through digital single-window reforms, plug-and-play infrastructure and ease-of-doing-business measures. Tourism, blue economy, fisheries, renewable energy and urban infrastructure upgrades are key growth drivers, complemented by strong healthcare, education and coastal resilience initiatives.
