Delhi is one of the fastest-growing region in the country. At current prices, the advance estimates of the Gross State Domestic Product (GSDP) of Delhi stood at Rs. 11.07 trillion (US$ 133.79 billion) in 2023-24.
The state’s GSDP (in Rs.) increased at a CAGR of 9.12% between 2015-16 and 2023-24.
Delhi has an attractive real estate market and is a preferred tourist destination. Owing to its location, connectivity and rich cultural history, Delhi has always been a prime tourist attraction of the country.
In FY26 (April-July 2025) the merchandise exports from Delhi stood at Rs. 27,341 crore (US$ 3.08 billion). Engineering Goods, Electronic Goods, Readymade and Textiles Garments, Rice, Gems and Jewellery, Drug and Pharmaceuticals, Organic and Inorganic Chemicals accounted for a majority share in the overall merchandise exports of the state.
Delhi has a large skill base. 30% of the workforce is qualified for occupations such as engineering, medicine, law, and consultancy. Among all the states, Delhi has the largest share of skilled workforce, making it suitable for knowledge-based economic activities such as IT/ITeS, designing, R&D, and financial services.
According to the Department for Promotion of Industry and Internal Trade (DPIIT), cumulative FDI inflow in Delhi amounted to Rs. 3,45,375 crore (US$ 38.96 billion) between October 2019-June 2025.
In FY26 (April-August 2025), Delhi had a total installed power generation capacity of 7,231.34 MW, of which 5,656.91 MW was contributed by thermal power, 970.05 MW by hydropower, 451 MW by renewable power, and 153.38 MW by nuclear power.
Delhi has become a start-up hub over the past few years. The Government prepared a draft start-up policy and is in the process of finalising it.
Some of the major initiatives taken by the Government to promote Delhi as an investment destination are:
- On August 27, 2025, the Delhi government unveiled the draft Delhi Startup Policy 2025, aiming to support 5,000 new ventures over the next five years. The policy focuses on fostering innovation and entrepreneurship by providing financial aid, mentorship, and incubation support to early-stage startups. It also proposes measures to simplify regulatory norms, promote collaboration with academic institutions, and position Delhi as a leading innovation hub.
- On July 28, 2025, the Delhi Government unveiled the draft Logistics and Warehousing Policy 2025 which aims to reduce citywide freight congestion and vehicular pollution by relocating warehouses to the periphery, creating dedicated hubs and Urban Consolidation & Logistics Distribution Centres, enabling digital-delivery management and 24/7 operations and incentivising electric/CNG last-mile vehicles.
- On July 21, 2025, the Government of the National Capital Territory of Delhi unveiled a draft Industrial Policy for FY25-35, proposing a Rs. 400 crore (US$ 45 million) venture-capital fund, a reimbursement of Rs. 50 crore (US$ 5.6 million) for capital investments and a plug-and-play development model via public-private partnerships to position Delhi as a global business hub.
- On July 21, 2025, the Delhi Government announced an investment of around Rs. 860 crore (US$ 96.9 million) to ramp up healthcare infrastructure in the city that will include the addition of over 1,300 hospital beds across multiple state-run facilities.
- Delhi has allocated 4.3% of its expenditure on roads and bridges in FY26. This is in line with the average allocation for roads and bridges by states in FY25 (4.3%).
- The Delhi government proposed an allocation of Rs. 609 crore (US$ 71.3 million) towards grants to local bodies under AMRUT 2.0 in FY26 State budget.
- The state government has earmarked Rs. 12,732 crore (US$ 1.49 billion) for secondary education in the FY26 budget.
- Under the State Budget FY26, Rs. 1,667 crore (US$ 195 million) has been allocated to introduce Pradhan Mantri Ayushman Bharat Health Infrastructure Mission.
- According to the state budget of 2022-23, the Delhi government aimed to spend Rs. 4,500 crore (US$ 590.50 million) in the next five years to generate 20 lakh jobs by 2027.
- In 2022 the Delhi government approved the draft solar policy to increase the share of solar in the electricity mix from 9% to 25%. Further, in an ambitious move, the government revised the capacity target from 2 GW to 6 GW by 2025.
- Ahead of the G20 Summit, which was held in Delhi from September 8-10, 2023, civic agencies spruced up over 66 arterial roads and stretches across key parts of the city. The work included the installation of designer fountains, sculptures, flowerpots, and footpath refurbishment.
- Delhi-NCR emerged as the favoured destination for luxury home buyers, witnessing the highest sales of apartments priced above Rs. 4 crore (US$ 480,365) in the first half of calendar 2023, as per an analysis by property consultant CBRE.
- In October 2023, the Software Technology Parks of India (STPI) set up an incubation facility, the Apiary Centre of Entrepreneurship (CoE), in Gurugram to foster 100 blockchain startups over the next five years.
- As announced in June 2023, giving a fresh push to its Rozgar budget projects, the Delhi Government was planning to redevelop the non-conforming industrial areas in three different phases, with an aim to provide six lakh job opportunities.
- A world-class Technology Park was planned over 147 acres of land having multi-story Buildings at Rani Khera-Mundka, as per the Economic Survey 2022-23. The project is expected to provide direct employment to approx. 1.5 lakh people and indirect employment to 13.50 lakh people.
- The new Start-Up Policy, which was approved in May 2022, envisages transforming Delhi into one of the best destinations for start-ups in India and globally.
- In August 2021, Union Minister of Civil Aviation, Mr. Jyotiraditya Scindia inaugurated the first direct flight on Bhavnagar (Gujarat) to Delhi route and indigo flights on Jabalpur to Delhi route.
- In July 2021, the Delhi government collaborated with Google to provide citizens with real-time information about buses and improve transport services.
- The Delhi government announced the ‘New Excise Policy 2021-22’ to generate optimum revenue and encourage ease of doing business.
- To raise Delhi’s export preparedness, the ‘State Export Award’ was introduced in the year 2020, for outstanding export performers who are contributing considerably to the state economy by earning foreign exchange through the export of their goods and services.
- The state government, under Budget 2024-25, Rs. 6,865 crore (US$ 829.11 million) was allocated towards. transport.
- According to the State Budget 2024-25, the government allocated Rs. 3,350 crore (US$ 404.59 million) to the energy sector for providing subsidies to customers through DISCOMs. As per 2023, about 47.7 lakh households in Delhi (more than 86.71% of the total domestic electricity consumers) are getting electricity subsidies compared with 2015.
- The state government, under Budget 2024-25, allocated Rs. 16,146 crore (US$ 1.95 billion) towards education, sports, arts, and culture, out of which Rs. 11,296 crore (US$ 1.36 billion) has been allocated towards secondary education.
- The Delhi Government set up a Business Facilitation Council (BFC) to facilitate single-window clearances from various departments for establishing industrial enterprises in a time-bound manner.
Delhi continues to strengthen its position as one of India’s most dynamic economic and administrative centres, supported by a diverse services-driven economy, strong infrastructure, strategic connectivity and a forward-looking governance framework. Steady growth in exports, rising FDI inflows, expanding real estate market and improving industrial ecosystem underline its growing economic resilience. Ongoing investments in transport, digital services, education, tourism, clean energy and urban renewal are reshaping the capital into a more efficient, sustainable and globally competitive metropolis. With ambitious long-term policies for industry, startups, logistics and infrastructure, Delhi is well placed to accelerate its development trajectory and reinforce its role as a leading hub for business, innovation and national governance.
